Democratic Governance
The UNDP Country Cooperation Framework for the period 2002 to 2006 is designed to directly assist the Government in implementing its growth and poverty reduction strategies. UNDP is supporting the Government to implement an ambitious and far-reaching reform programme, which includes:
- Reform of the public sector to promote an efficient and motivated public service
- Local government reforms decentralising decision-making from the centre to local councils and communities
- Developing a culture of accountability and transparency, by strengthening the accountability institutions, and building the capacity of the civil society to advocate.
UNDP strives to help facilitate these reforms and the establishment of a participatory, democratic, gender balanced and transparent decision-making environment by:
- Providing technical, capacity-building and management support to the electoral the Malawi Electoral Commission.
- Strengthening institutional structures and systems related to democracy, for instance civic education for civil society empowerment
- Reinforcing the role of Parliament to bring about effective Parliamentary oversight, and transparent and accountable decision-making at national and local levels
- Working with the Government to strengthen its capacity for the coordination and monitoring of the decentralisation processes.
UNDP seeks to enhance the Rule of Law and the Protection of Human Rights by:
- Improving public awareness of human rights
- Building the institutional capacity of the Malawi Human Rights Commission
Within the Public Sector Management Reform Programme, UNDP is assisting the Government to:
- Strengthen capacities related to development management in the public sector;
- Support the improvement of public sector conditions of service and work ethics.
