Malawi has completed the formulation of its national development strategy for the years 2006-2011 - the Malawi Growth and Development Strategy (MGDS). As in the past, a significant proportion of financing for MGDS will come from development partners. This document sets out the policy and strategies for increasing efficiency and effectiveness in the mobilisation and utilisation of such aid in achieving the development results set out in the MGDS. The total volume of aid made available to the Government should increase if these two primary objectives are met, as development partners seek to build on the success of the support provided to Malawi.
The DAS seeks to achieve these results primarily by putting into practice the five principles of the Paris Declaration on Aid Effectiveness (PD). This will necessitate the implementation of a number of reforms by both Government and development partners. The five PD principles are:
- Ownership - National ownership of the development agenda
- Alignment - Alignment of development partners to the national development strategy and government systems
- Harmonisation - Harmonisation of development partners' systems and activities
- Management for Results - Managing resources and decision-making for results
- Mutual Accountability - Mutual accountability for development results
