Speed and effectiveness in development project implementation are crucial when Malawi is facing enormous challenges in achieving the Millennium Development Goals. There are financial and development costs associated with the rate of delivery which has strong implications for promoting growth and reducing poverty.
UNDP established the Implementation and Support Centre (ISC) in April 2005 to help the UNDP, the Government of Malawi and other development partners to enhance efficiency in project implementation. The ISC is concentrating on fast and efficient delivery in implementing services, namely procurement, recruitment, project planning and implementation coordination and ICT related services
Our principles are: Best Value for Money, Robust Competition, Fast Delivery and Fairness, Integrity and Transparency.
ISC consists of a pool of international and national results-oriented professionals whose aim is to provide high quality service and timely, effective and efficient delivery. The team is built on UNDP’s global experience and the knowledge of local market and conditions. ISC staff brings their wealth of experience from the private sector.
We are part of UNDP’s global network and access global communication channels, high level “in house” international expertise, and global suppliers and contracts that have been negotiated at corporate level. This gives the ISC an advantage when dealing with complex projects and tight deadlines.
One of our main tasks is to negotiate and maintain local Long Term Agreements (LTA) for goods and services that are frequently used. The procurement process is therefore faster and delivery of good and/or services efficiency. We are currently establishing rosters for national and international experts to speed up the recruitment process.

Cost of service
ISC is not profit making but is self sustaining. Service fees charged ensure that ISC can maintain and expand its capacity rapidly and respond swiftly to emerging requests.
For example, when UNDP is chosen as the implementing partner for the project, ISC charges a service fee to cover staff time spent on the project and related utilities.
In ad hoc assignments we charge 5-7% of the value depending on the complexity of the assignment.
ISC is working with a team based approach. Any assignment - project or a one time procurement task - is allocated to a focal point responsible for timely delivery of the work. In complex projects, the focal point is usually a project coordinator who is assisted by relevant technical staff depending on the nature of the project, e.g. a Procurement Assistant and a Network Engineer.
The ISC staff provides specialized technical advice to ensure that the planned objectives are achieved. The Quality Assurance Officer ensures that all procedures are followed to maintain the highest level of accountability and transparency.
1. Procurement
- International and national public procurement (including drafting of bidding documents, international and local advertising, evaluation, identification of suppliers, import, distribution and after sales coordination)
- Overall coordination of procurement activities for projects: Procurement planning, implementation and coordination
- Technical assistance in preparation of specifications, Scope of Works (SOW) and bidding documents.
- Management of contracts and Long Term Agreements, establishment of price lists for commonly procured items.
2. Recruitment
- Recruitment of international and national professionals for short or long term contracts (including drafting the Terms of References (TOR), international and local publishing of vacancy announcements, Interviews and tests for candidates, final recommendation for the post)
- Establishing and maintaining of rosters for international and national professionals
- Technical assistance in preparation of Terms of Reference (TOR)
3. IT
- Needs assessment for cabling, hardware and software; recommendations for IT solutions for your organization
- Drafting of technical specifications for public bidding
- Installations and managing of subcontractors in IT related works
- Hands-on training of equipment and software for your staff
- Web development
4. Project planning and management
- Developing project proposal and project planning
- Provide inputs during project design integrating lessons learned and assists in the preparation of the project document with the focus on the implementation of the project
- Finding partners for project funding and implementation
- Overall coordination of the project implementation and financing
- Design and implementation of a project monitoring and evaluation system
